Is Roxanne a player or a fake?

A man reported he met Roxanne on Bumble. She said she was in the US but the screenshots of her messages show she spoke broken English. He was much older than her so he was suspicious. She never wanted to meet in person or give her phone number so they could talk. He thinks she was a scam so he asked for our help.

Does anyone know anything about her? Do you think she is a scam?
